how do the spores move around the garden.....???

why is the attack sporadic around the garden.....???

does min. temps have an impact on reduction of the pathogen....can they 
winter over.....???  or are they reduced by the cold in the north.....can too 
much mulch and heavy snow cover actually preserve the spores over the 
winter.....

WHY IS THIS A REGIONAL PHENOM.???  thats the part the is bugging me right 
now....it seems prevalent in the south, and sporadic in the north....WHY????
