Kevin,

I think the right to ownership of the photos at the Hosta Library should
stay with the photographer. It's nice enough that people let the Hosta
Library use their photos. To make all of these photos public domain has
no advantage to the Hosta Library and infringes on the rights of the
photographer.

If a newsletter editor wants to use a photo, let them ask it's owner.
It's not too much to ask.

Are the photos in the AHS Journal public domain? I bet they are not.

Just because something is on the web should not mean it's public
property.

I can't imagine permission not being granted. It's just the principle.

People are free to use my pictures too, so long as they give photo
credit.
In fact, I hope the library encourages local newsletters to use these
pictures.  A simple citation such as "photo by x" is a cheap way to use
them
and is a simple courtesy!
