when to repot seedlings

Hi All--I am hoping to get some guidance on when to move seedlings into larger cells/pots.  If left in smaller cells, do the plants become root bound and stop growing?  Are there other problems that would likely develop?  Other than removing some plants to check on root development, is there a way to decide when to upsize?  Any comments on this general topic would be appreciated.
