I think I understand at least part of your objectives and the need for posting quickly the best that you have available.  No one is expecting you to usurp the role of the registrar.  :-)  I'm just pointing out that if we have a picture available from the registering party of the cultivar in question, how much longer would it take to scan that photo and make it available on the net in some fashion?
