Great news!  At least there is a reason AND we know that they are not accepting any "extras".

Military members serving in areas which warrant hazard pay (such as the
Balkans) are accorded a franking privilege similar to that accorded Members
of Congress.  Franked Mail is not postmarked

Military personnel serving at sea and in remote areas are not accorded daily
mail pick-up and delivery and, therefore, are not always in control of the
postmark affixed to their mail.

It is my understanding that the Florida Attorney General has today pointed
this out to the County canvassing boards and asked that they count those
ballots which are appropriately signed and dated.

It's probably prudent to point out that not all absentee ballots from
overseas are from military personnel .....
