Paul,
you are correct. I guess my line of sight is-- Why the push to register
everything? It just seems completely illogical. Where the system was if you felt
a plant was worthy, go through the headache of registration. Now it is, lets get
it all registered. If the system of registration was made simpler, then just left
alone, all this hoopla would never have started.
The IAC program has good intentions. Implementation just went a little overboard.
