How do I begin....?

I am planning to have an indoor-garden in my house to beat the winter blue.
 I had a wooden shelf (three shelves) which I will use for this project.  I
am a beginner, middle age male, engineering professor, and (beleive me)
does not have any knowledge about indoor-garden.  I want to start it right.
 My big concern is that what kind of artificial lights should I use.  I
looked at the internet, there are two kinds of artificail lights,
Fluorescent lamps and High Intensity Discharge (HID) lamps.  So.. what kind
of artificial light should I use?  HID lamps is very pricey and (according
to my research!) probably have a better result than Fluorescent lamps.
After two weeks  of research on indoor-garden.  I probably will use
fluorencent lamps but I need a second or third or fourth... opinions.  Help
me!!!
