I've started several babies. What I did was put the offshoot, still attached
to the mother, in a small pot nearby. I clamped it down with a bobby pin (a
hair pin would have been better,but who has those hanging around?) and
detached it from the mother about three weeks later. I imagine this would
have worked even if the baby had already been detached (and I'm not sure why
you haven't had success), but keeping the mother and baby together makes it
more likely that the little one will root.
