 This is very true.  I've always had a big problem with fungus gnats. 
It's just a nuisance having them around.  Knowing I probably
overwatered, last year I bought a moisture measurer for plants at Home
Depot.  I think it was only $15 or so.  It's the best thing I ever did. 
This year, my plants are happier, the gnats are almost non existant and 
I realized that I was way out of line with my watering.
