Transborder gardening

Can anyone share with me what the regulations are regarding gardening stuff
crossing the US border into Canada.

I know Seeds are not a problem and I guess Hardware is ok too.

But what about Plants, Tubers, Bulbs , Chemicals, Fertilizer.

 Is it totaly forbidden or can you get exemptions or can you import some,
so long as they are checked by Agriculture Canada.

 Is it the same going from Canada to the US ?
