Underplantings for Roses

I have several rugosas, too, and I like the calamintha nepeta that blooms
in late summer with cool, minty white blooms. Rugosas are such tough roses
that I haven't found anything that competed with them. The problem is
trying to find something that will be able to withstand the rose's
suckering! I plant the calamintha about a foot away from the furthest cane
from the base. It can grow about 16 - 18 inches tall and is very bushy, so
it looks like it's right at the base, but it's not. Since it also blooms
when the rugosa isn't, it offers a nice spot of color.
