Suckers


Hello,

I'm new to rose gardening and I have a question about suckers.  I
inherited some established roses that are in pots from a friend who was
moving away from the area.  One of the roses is Double Delight.  There is
new growth coming up inside the pot but it  appears to be growing up from
the soil and not from the bud union.  Is this a bad thing?   Should I cut
this off?

Another one of this orphaned roses in pots had no growth at all from the
main stem.  She said it had been pruned too hard and the few sprouts that
it had this spring all turned black and died.  It doesn't have a tag so
I'm not sure what it is but I'm pretty certain that it's also a hybrid
tea.  I took it in because it had new growth in the pot but that growth
was also not from the bud union.  

Both of these roses were planted with the bud union flush with the soil. 
Is it possible that these might grow true to the grafted varieties?  How
can you distinguish a new cane from a sucker?  Are all hybrid teas grafted
upon different root stock?  Thanks for any help.
