What you're looking at is the good 'Dr. Huey', the most used rootstock today.
It's a once bloomer that can get very BIG, as in climber!  Pretty blooms, when
it blooms, but it finishes badly.  Suggest you spade prune it and get another of
the roses you want.  

Understock suckering is a frequent problem.  When you see shoots comming up
from under the bud union, pull them off fast.  Be sure you get all of it or it
will multiply and you'll be right back where you are now.

You might be able to get the vendor to replace it by complaining that the
understock wasn't properly de-eyed or this wouldn't have happened.
