Hi,

Yes, miniature refers to the flower size and the bush height too.  The
tallest of my miniatures is about 24 inches tall and it is over 10 years
old.  The flowers are small but perfect replicas of the regular roses.
Very few have any scent.  All of mine are on own rootstock.  They have
been extremely hardy.
