You can use the cedar chips when they've decomposed for a year (4 full
seasons).
At that point they won't rob the soil of nitrogen. Some people use them right
away
but supplement their beds with additional nitrogen but you'll need to test
your soil
before attempting it. Perhaps you could use them, as Susan said, to mulch
paths
or simply stockpile them somewhere. Don't know about the rust spores though.
