I've never been lucky to have red valerian survive past one season. I've
followed all the directions to the letter. I've given up.

I had always read that centranthus ruber (red varlerian or Jupiter's Beard)
gets out of hand too. I would drool in garden slides when they'd show it,
but stoutly tell myself "no"!
About 2 years I finally caved in and have never been sorry. PLEASE CONSIDER
I MAY NOT HAVE THE SAME GROWING CONDITIONS AS YOU, but I do enrich my soil
every year and summer water. Mine is growing in a west facting sloped bed
and has already started blooming and won't quit until frost. In two years
I've never had one seedling (oh I wish, I wish). This would be particularly
nice because the plant itself is too woody to divide as you normally would a
perennial.
So after asking some locals in your area about jupiter's beard, plant away!

likewise.
