Ideas? Endless! Money and time? That's another story...
My roses are in mixed borders. Large shrubs I use as "backdrop" plants.
Make sure you give your roses lots of room from them so they don't complete
for nutrients/water. A few favorites for growing "with" the roses (not just
at the back of large beds) are:
Butterfly bush (buddlea)
Smoke bush (cotinus -gorgeous burgandy foliage - fabulous with pink roses)
Mock orange (philadelphus -- and there are now dwarf forms of this as well)
Caryopteris (stunning blue flowers in late summer)
Korean lilac (gets aboutu 5' and blooms later than the garden variety)
Vitex agnus castus (chaste tree) (electric blue flowers in late summer)
Perennials I intersperse and weave throughout the roses. A few favorites:
Peonies, daylilies, iris, hardy geraniums, lavender, foxglove, delphinium,
catmint, coreopsis, mums, oriental poppies, lilies (all kinds) echinacea, oh
I'll stop there, I could go on and on...

For mine is a little old fashioned garden where the flowers come
together to praise the Lord and teach all who look upon them to do
likewise.
