[Rose-list] Gallica suckers/starts

I have a lovely Apothecary Rose (Rosa gallica officinalis) and she is
just setting flower buds.  She also has several suckers that I would
like to dig and send to Kentucky.  A gal there would like to these as
starts. When would be the best time to do that?  How much
''underground'' stock should I try to get?  They are about 4-5 inches
tall right now.
