If you are in a cold enough area to need to mulch your roses that
heavily, pruning this late could spur tender growth that will be easily
killed by frost and this could weaken the plant. In our warmer area,
a fall pruning is usually desirable to get a second flush from the
roses, which are mostly dormant in our intense summer heat. But our
frost is much later so we quit deadheading and pruning much later than
someone in your zone.
