I'm in zone 5 SE Wisconsin . . . . always a hard winter for roses.
 I have found that waiting until Thanksgiving (US), to cut back
and cover, works well.  They've gone dormant by then and really
have no chance to shoot new growth.  I've tried rose cones and
wire cages filled with leaves and mulch and both seem to work
well.  The cones always required a rock or brick on top to keep
them in place.

I uncover them at Easter to avoid any warm spells causing them to
mold.  I've only lost one in 4 years using this time-table.
