Sounds like not enough water and also something is making the leaves age
prematurely, as what you describe is normal for an old leaf. i think the
amount of light you are giving which is good, is fooling the plants into
trying to be metabolically active, and there is not enough water for them.
i used to grow ONLY indoors under lights, and never withheld water like
this, even for succulents from the Namib desert, nor cacti.
also i never used a water meter, because for some reason, i don't trust them.
