The best seed exchange site is the garden web seed exchange. There is
also an heirloom forum. Click on the link on the exchange page that will
bring up a list of forums and scroll down the list to find what you
interests you. 

I trade avidly and have acquired the majority of my seeds through trades
on this forum. If you have never traded seed before it's best that you
check out the FAQs, seed trading is an honor system and it's very good
to know how to do it before you begin.
