There was a saying in Fidonet: Leave the moderating to the
moderator. The folks complaining about off topic posts are, themselves,
guility of the same concern.

If you are truly bothered by what you consider off topic posts, eMail
the moderator rather than further creating off topic posting to the
mailing list. If someone's post bothers you or it doesn't met your
approval of subject content, eMail that person or moderator and take it
up with them directly but, for Heaven's sake, don't steer the list to a
debate about content. This decision is the moderator's to make, it's
not up for a vote. If the moderator is so inclined, they can agree
with your complaint and deal with as they see fit.

For the record, I think subject threads should be able to wander off
the main subject, within reason. Heavy handed control hinders
communication and the free exchange of ideas. If you're in a position
where you are worried about the cost to download eMail messages, I
think you need to reconsider signing up for mailing lists in the first
place. There are going to be off topic messages in mailing lists to
varying degrees. That's just they way it is and the way I think it
should be.  I little tolerance goes a long way.
