Over the years we've had more problems with peppers than any other plants
we've grown from seed. Have started over more than once. Are you using the
exact same soil mix as with your other plants? Did they dry out - peppers
seem sensitive to stress.
Looked in Rodale's "Garden Problem Solver" and none of the pepper diseases
they list sound like yours. If it looks like it's going to spread to all the
plants I'd say dispose of the plants and soil somewhere other than the
compost pile or garden and start over. Peppers catch up quick once they're
in the garden.
