French tarragon doesn't set seeds, so it's not started from seeds. Russian
tarragon, an inferior version, does set seeds. I haven't seen any warning
to this person about planting seeds out too early. If she's starting them
indoors, fine. Outdoors, she should not plant seeds of frost tender plants
such as cucumbers, beans, etc., until after all danger of frost is
