It does work, but most of us in temperate North America would not get ripe
sweet peps to eat until late-ish September starting from seeds right in the
garden.
Peppers take a bit longer than toms to get going after germination. In
years when I'm not off my game like this time out, I start my pepper seeds
in the basement under lights around Valentine's Day. The toms can easily
wait until early March and still be tall and husky for outplanting by early
May.
