My advice for low maintenance gardening would be mulch, and lots of it. I
put down a thick layer of pine straw after the soil as warmed (not a problem
in So. California, I suppose) and my weeding chores are a small fraction of
what they were before. If you don't have raised beds, you may have to use
Round-up around the edges of your garden to keep weeds from gradually
encroaching from the sides.
My personal opinion is that the longer you must neglect transplants, the
larger they should be before going into the garden. I have transplanted out
of nursery flats into individual flower pots to get them big and strong
enough for independence.
