No, that isn't damping off. You probably just have your lights too high.
With damping off the stem will turn black at the soil line and the plant will
die.

I would definately do this. Tomatoes seem to thrive if transplanted to
deeper pots several times before putting them out in the garden. Do move the
lights closer to the tops of the plants though, or you will repeat the same
problem. I would also leave your lights on for 5 or so more hours per day.

PS Another little trick to help strengthen the tomato plants is to "tickle"
them every day. By lightly brushing them back and forth several times a day
with your finger you simulate a gentle breeze and this helps to make the stems
stronger.
