Can I bury my garlic

I put in new veg. beds last fall and planted my garlic.

Since then the level of the beds has dropped several inches.  I want 
to top up the level with some triple mix (soil, manure and peat I 
think).  However, my garlic is up about 6-8".  

Can I bury the garlic another 3-4 inches and still have a good 
harvest this fall?  Or should I fill the rest of the beds and leave 
the garlic squares as they are until time to plant this fall?
