Bart, I'm on Long Island, NY and in the same zone, and I would suggest
that the cabbage and cauliflower just need to get situated (mine haven't
grown much, but are just starting to look at home in the garden).  BUT -
my peppers aren't going anywhere near the outside for quite some time. 
I suspect you may have moved your tomatoes and peppers too soon, and
they just can't handle it yet - it's too cold and wet for them.
