I'll let someone else answer about the painting. I put that copper tape (it
is spendy, we got it 1/2 off at a end of season sale a couple of years ago)
around the top edges of my raised beds (made of untreated, unpainted 2 x 8s)
to keep slugs out. The tape is now oxidizing and the adhesive is coming off.
I won't buy it again, I just don't see that it helped all that much. They go
under the boards and end up inside the beds anyway. I think the boards
provide them with an ideal environment. When mine rot, I'll try beds without
any borders.
The slugs do prefer to not cross the copper tape barrier but I think they
can easily stretch to get over a single strand of wire. Never underestimate
a slug's ability and perseverance to get at your plants ! My preferred
methods of slug control are handpicking and using iron phosphate based slug
