I don't know about your metal container, you might try letting water
stand in it and getting the water tested somewhere.
But, manure tea is pretty easy in large containers.
We use old pantyhose and fill with cow manure or goat berries and
straw, whatever we have on hand. Tie them off and let them float or
sink in a barrel of water for a couple of weeks.
You could do this with fish heads and bones too. The odor from either
is 'potent'. But, by using pantyhose to keep the manure contained, you
can refill the barrel a couple of times to get the most oomph out of
the manure. When it's time to take the pantyhose out of the barrel, it
takes 3 strong backs to pitchfork them out, and expect some to rip
apart, as they do rot. So, you'll probably need screening for the rest
of the liquid as well.
