preparing the soil?

I`ve never gardened before.  How does one prepare the soil?  My 
community garden offers each plot renter a couple of wheelbarrows full 
of mushroom compost.  Is this enough?  Do I really need to add the 
sand, lime, peat moss, vermiculite, wood ashes, and charcoal as the Sq 
Foot book says? 

The soil at this garden is apparently somewhat clayey.  

Also, what is the actual process?  Does it involve taking a hoe, 
shovelling some compost onto the soil, and mixing it all up? 

Sorry for my ignorance!
