To deter cats, here are some possibilities:

Row covers, plastic, straw or other mulches....

Use drip or other irrigation to keep soil moist....

Use a repellent material like cayenne (needs regular re-application).....

Put toothpicks in the bed, or something similar.....

Get a motion sensor sprinkler that will hose down the cat-crappers whenever
they get near....

Make a cage of netting or chicken wire---also keeps out squirrels, skunks,
etc....

Remeber you are smarter than cats....also that cats roaming around do in a
lot of songbirds, p'raps we could find the cat's owners and raise their
levels of responsibility?

(Impractical in many cases, that last one, I know.....:-)

Frank---is covering beds in IRT plastic this year, for added warmth and
reduced feline feces.....
