Cats hate mouse traps. We train our cat to stay off of tables, etc. by
placing mouse traps on them. After a week or so, the cat stays off. You
may have to buy a sizeable number of traps. Don't get rat traps. They
will hurt the cats.
An electric fence is another possibility. We use an electric fence to
keep the dogs (who love bonemeal), horse, and deer out of our garden. I
have three wires. One low for our dogs, one high for the deer, and one
in between for our pony. So far, it works. I would think that a couple
of low wires would get the cats' attention. They could jump over it,
just like my dogs could jump over ours, but they won't. They are curious
and will touch it. After that they usually will not have anything to do
with the wire. One of our dogs will growl and bark when we go to the
garden. He is telling us to be careful, that fence might get us.
