Lay chicken wire on bare soil. Cats can't stand scratching or stepping
on it, and you can plant in the openings if necessary.
BTW, Ro-pel hasn't helped much with the cats. However, cleaning up all
of the affected soil (about 6in around) and placing it elsewhere causes
them to relocate their activities.
