I looked through the archives, but I discovered they are sorted by date, not topic. I know we have discussed the topic of tires. Tires are fine for growing anything nonedible. I know some people will probably tell me about how they have grown potatoes like that for years and nothing bad has happened to them. My answer is .... YET!
It will be great to see if you can grow potatoes in Alabama, but I wouldn't suggest eating the ones you grow inside a tire. Some of the same hydrocarbons that are in creosote and other bug-killing paints, etc are found in tires.
When I was younger, I decided to use old tires for a garden, and I am thankful that there were people knowledgeable enough to tell me about the harmful chemicals sloughed off the old tires. I am returning their favor.
There are other box methods that are described in the SQFT gardening listserv archives, and they are safer.
Sorry you didn't notice the tire strand earlier this year.
Refer to Listserv Archive 899 for more discussion on using the whole potatoe out of the bag or wherever you find them. It really works;-)
