I've researched both of these products, but haven't used either of them yet.  When I looked into Preen, I read *everything* on the label.  I chose not to use it for a couple of reasons--it couldn't be used in the area where I was establishing periwinkle as a ground cover, and I'm pretty sure it said to keep pets away.  With a dog and cat, and feeding numerous birds and squirrels in our yard, that isn't practical for us.  As I remember there were other warnings, too, and I tend to stay away from products like that.
 
The WOW sounded fine for lawns, but remember it works by preventing seeds from germinating.  In other words, if you were starting veggies from seed it would prevent them from germinating, too.  And in my flower garden, I'd like to let plants reseed themselves if possible, so it would defeat my purpose there.  As far as safety, it's made from corn and from what I've read is perfectly safe and ecological.  There are other brands coming out, now, too.  Once we put a fence in to divide the front yard (to be nicely landscaped) from the back yard (crummy for the dog!) I would have no qualms about using WOW to improve the lawn in the front.
 
I've been gardening 4 years now, and it seems that the weeds in my cultivated areas are becoming fewer and fewer each year.  If you just limit your garden plots to what you can easily weed, and keep after them, things will eventually get better.
Also, mulch!
