Although I got roundly blasted for it from some of the "Don't kill
anything but Insects" folk, I make fish emulsion from local fish and am
quite happy with it. The commercial folk use Phosphoric Acid to make
theirs keep so yours will start to spoil very quickly. I use it all the
same day.
` Also, as it is rather thick, I don't really do foliar spray, I water
it into the soil, but I imagine you could filter and dilute it for a
spray.
