This is a common problem, lack of pollenation. You can help the local
pollinators by using a q-tip or something to move pollen from the Male
Flower (the ones without a fruit) to the Female Flowers (with a fruit). Use
a lot of pollen, or you will get bent fruit from incomplete pollination.
I have taken to just picking a male flower, stripping off the petals, and
using the stamen as a brush in the Female Flower.
