Your description sounds just like flea beetles .. a serious pest of
eggplant.
I start my eggplant off under floating row covers and do not remove the
cover until the blossoms are ready for polination. By then the plants
are mature enough to withstand a lot of flea beetle dammage and still
produce a good crop.
Some years, however, the beetles are so numerous that I use a pyrethrum
and soap spray a few times after the cover is removed.
Although floating row covers are not suppposed to need suppport, I find
that my eggplant does better if I prop up the cover and form a sort of "
green house" over them. I save a batch of used beer cans (I use beer for
slugs) and prop them up on sticks to support the row cover. Old tennis
balls on sticks also works well.
