Forgive me if I am wrong, but, if grass is growing on top of your compost,
perhaps you aren't mixing it.  It should be mixed about every two weeks, and
even ad a little water so it is moist, not wet.  Put a stick in the middle
that you can pull out after a few days and feel if it is getting warm.  Old
manure should be starting to compost already and can't hurt.
