Have you ever seen Eliot's greenhouses. That's essentially what
they are. One of the points he makes is that 2 layers is better
than 1. It is the still air in a greenhouse that provides the insulation.
Simple hoops and plastic cover would give 1 to 1-1/2 zones of
protection (if you are a zone 5 it would be like gardening in 6 or 7.)
Make sure you bury all edges to keep the wind out.
You didn't say how much you want to accomplish in your cold
frames. Don't expect to grow tomatoes in January if you live in
Alaska.
I think of cold frames as a way to extend the season.
