Garden Planning Software Update

I contacted the people who wrote Sprout! and they say they would have to
start from scratch and it would cost them about $90,000 to develope
something and they don't see the demand at this time.
I played around with the software and in it's current form, it's a toy
not a useful planning tool but the idea is in the direction I'm looking
for.
I'm back to my idea of overlaying garden planning on a timeline engine
like MS Project. I wish I knew somebody who could write a serious
program to both plan the timeline and layout of a garden as well as
record weather data from a weather station on site and incorporate a
journal for notes. I've seen various bits and pieces in different
programs.
How about farming software? They get pretty sophisticated. Maybe a
dumbed down version. All I seem to find there is stuff for 100,000 acres
farms using GPS data. That's the other extreme.
Programmers, if I were gonna write something myself, what language would
be best? Visual Basic, C++, I'll learn it if I can write what I want
here.
Any thoughts on the topic anyone?
