If you like to read, Poor Richard's Almanac, "Farmer's Almanac" is
interesting.

I love a rain gauge, ($3-7, wedge shape) and a Sunbeam (or other) outdoor
recording Min / Max thermometer, $8-12.  Mine uses a set of needles I reset
daily.  telss lows for the night, in case your area is above/be,ow the norm. 
Eventually you 'see' the wether report and mentally adjust.  Put this on a
calendar or an Excel (or other ) spreadsheet, and you can predict YOUR local
season.

Last, a barometer.  $20 in any drugstore for a set which has an indoor
thermometer, baro, and humidity gauge.  Predict weather, "adjust" what your
local TV guys says, for your area.  you soon learn to do so w/o a tHought.
