few inches, you can put the ends of PVC pipe over the rebar to make hoops.
When not in use for that, the projecting rebar would be dangerous, and

***(2)  Then... Ron said he drilled the wood.  Idea evolved,  I had your
thought, admitted a cut off lag screw would do that, and some what safe if no
head injury, but passed on quickly to receessed in wood like Ron, but deeper
extra drilling so PVC used board for hole, which Jeff did w/ clamp.

Jeff had clamp inboard or outboard of bed.  If you drilled into wood anyway
for PVC, collected water would be bad, so add a side weep hole.  Since rebar
hole there for drainage... weep hole not needed.  Drill rebar skinny hole, 
Redrill same hole bigger to 1 1/4" for 1" (example)  PVC but just say 2" deep.
PVC hoop now not inborad or outboard to bed.  Right on it.  Plastic over top
will almost perfectly close gap at outside edge.=, of bed board.
