Too Late For Compost!!!!!!

This year we are expanding the operation quite a bit. It is new
ground and will plowed up for the first time tomorrow. After that I
will use the tiller and finish the job. My question is that I live in
zone 7 and will be setting out my early stuff sometime in March,
(Potatoes, Onions, Broc., Lettece. Etc). I have access to plenty of
compost at our local botanical gardens. "Is it too late to add it to
my garden and mix it in now? My soil consists of about 4 inches of
top soil followed by red clay. Will adding it this late in the game
tie up the nutrients in the soil ? Well I guess it is reall two
questions.
