Hello from Long Beach,
Regarding the start date for the nasturtiums, if we are talking here in Zone 10,
you should have started them last month.  They came up wild in my frount
beds around the end of Jan.  They are now blooming.  Since you are only 1
zone down from mine,  I'ld hazard a guess at the time being now.
