I used a heating pad last year to start seeds - I bought a king-size
moist heat pad from Target (I think) for around $15.  Seemed to work
best on the lowest setting; if you set it higher, make sure the trays
are elevated an inch or so so the soil doesn't fry.  Heckuva lot cheaper
than a soil-warming mat.

One thing: make sure it's a heating pad made to deal with some moisture;
that way, you'll actually have to work at electrocuting yourself. ;)
