Slightly off-topic: Fleas

I live in San Jose, California.

I was just out watering the garden and I noticed that there are these
tiny bugs crawling around on the cinder blocks of my raised SF bed. I
also saw a couple in the soil but they do not seem to be on any of the
plants.

They are not the fleas I remember from my childhood in Southern
California (they look smaller and dark gray instead of black. but with
a little prodding they hop. I also turned over a couple of dead leaves
on the ground near my garden and found about 50 of the little buggers
crawling around in a hole. Since it wasn't in my garden I went and got
the Bug Be Gone (diazanon) and hit them with a couple of sprays. They
started jumping like crazy then.

My questions: 

Are these definitely fleas? maybe an early stage?

How have people treated them successfully in the past?

I saw a plant at the nursery last week called "Fleabane" does anyone
have any experience with it?

The previous owners had a huge furry beast of a dog and we are
planning on buying a dog so I would like to get this cleared up before
then.

I will also ask at the nursery and the neighbors (we just moved in a
few months ago) but I thought I would check here for any ideas and/or
experiences.
